Technical Project Feasibility Manager
Job Description
Technical and Corporate Projects | Pacific Northwest
This is a full-time, on-site, client-facing role for a Technical Project Feasibility Manager at DeBrine Associates, supporting multiple campuses in Redmond, Bellevue, and Seattle. This role leads the early definition, technical feasibility assessment, and planning of projects before they move into execution.
The Technical Project Feasibility Manager translates initial requests into clearly defined scopes, preliminary budgets, schedules, and delivery plans. Projects include equipment installations, laboratory modifications, building infrastructure upgrades, and corporate facility improvements within occupied, operating environments.
This role is ideal for someone who combines strong technical construction knowledge with the ability to bring structure to ambiguous requests, align stakeholders, and move projects from initial concept to a coordinated handoff.
Key Responsibilities
- Lead assigned projects from intake through feasibility and early planning, clarifying project intent, requirements, priorities, and success criteria.
- Conduct site walks and review existing drawings, equipment specifications, and facility information to assess conditions and identify additional investigation needed.
- Evaluate equipment and project requirements against existing building systems, coordinating with Facilities Engineering and design professionals to confirm utility capacity and required infrastructure modifications.
- Identify permitting, fire/life safety, hazardous material, and other regulatory considerations early, engaging appropriate specialists to establish requirements and resolve questions.
- Develop project scopes and evaluate options with end users, facilities, EH&S, operations, design consultants, vendors, and contractors.
- Develop and validate preliminary budgets and schedules with consultants and contractors, documenting key assumptions, exclusions, and risks.
- Identify shutdown requirements, operational impacts, access limitations, long-lead equipment, and dependencies that affect project sequencing and delivery.
- Recommend delivery strategies and identify requests requiring additional investigation, broader infrastructure planning, or consideration as a separate capital project.
- Prepare project development packages documenting scope, feasibility findings, preliminary cost and schedule, constraints, stakeholder input, and outstanding decisions.
- Manage multiple concurrent requests, maintain current status and action tracking, and proactively resolve or escalate issues affecting progress.
- Lead handoffs to execution teams, clearly communicating the planning basis, technical requirements, risks, and remaining actions.
- Develop and improve planning tools, templates, and repeatable workflows to strengthen consistency and reduce rework.
Qualifications
- Bachelor’s degree in construction management, architecture, engineering, facilities, or a related technical field, or equivalent relevant experience.
- 7 or more years of experience in construction, design, owner’s representation, facilities, or project management.
- Experience leading early project planning, preconstruction, feasibility, or project development.
- Strong working knowledge of commercial and industrial MEPF systems.
- Demonstrated experience planning or delivering projects involving complex building systems and equipment requirements in occupied technical facilities, such as laboratories, R&D spaces, or specialized production environments.
- Strong understanding of scope development, preliminary estimating, scheduling, permitting, and construction execution planning.
- Experience working across multiple stakeholders to develop requirements, evaluate options, and obtain timely decisions.
- Multi-campus technology, life sciences, research facility, or corporate program experience preferred.
Required Skills and Experience
- Ability to interpret construction drawings, electrical one-line diagrams, equipment specifications, and utility requirements.
- Practical understanding of mechanical, electrical, plumbing, fire protection, and process utility systems, including when specialist engineering review is required.
- Working knowledge of building and fire code considerations, hazardous material quantity limits, and control-area concepts affecting technical facility modifications.
- Ability to identify technical gaps, operational risks, dependencies, and constraints before projects move into execution.
- Strong communication and stakeholder coordination skills, including the ability to lead working sessions and explain technical findings to nontechnical audiences.
- Clear, concise technical writing and disciplined documentation, action tracking, and follow-through.
- Ability to manage competing priorities and maintain progress across multiple projects.
- Proficiency with project planning, document review, and collaboration tools such as MS Project, Smartsheet, Bluebeam, and Google Workspace.
- Strong spreadsheet, tracking, and reporting skills.
- Systems-thinking mindset and a practical approach to continuous improvement.
