Job Description

Site Quality Manager - BESS/Solar


Location: El Paso, TX


Pay Rate (No Flex): $45-$55/hour


Per Diem: $850/week per diem


Annual Comp: Averages about $175K


Conversion Salary: $110K + OT + Per Diem comes out to about $160-170K per year


Contract: 6-month contract to hire




Project: Current project has 6 months left on it, then they will need to move them to another project. This person may move sooner than 6 months as they may be training their replacement and then moving on.




Must Have:



  • MUST BE WILLING TO TRAVEL ONCE CONVERTED TO PERM EMPLOYEE

  • MUST have BESS experience (ideally safety, QA, or QC)

  • Minimum 2 years' experience in Quality Management in large commercial construction projects

  • Can interpret and talk through contracts, interact with and manage the client

  • Understanding of multiple fields: electrical, mechanical, civil

  • MUST be well-spoken; they will be talking directly to the client every day




Position Summary


The Site Quality Manager is the senior quality representative on a large commercial Battery Energy Storage System (BESS) construction project and is responsible for implementing, managing, and enforcing the project’s Quality Management System (QMS).


This individual oversees site quality activities from project mobilization through final turnover, ensuring civil, structural, mechanical, electrical, and commissioning work is completed in accordance with contract specifications, engineering drawings, applicable codes and standards, manufacturer requirements, and established quality procedures.


The Site Quality Manager works closely with Project Management, Construction, Engineering, Safety, Commissioning, subcontractors, and client representatives to proactively identify risks, resolve deficiencies, minimize rework, and support successful project delivery.




Quality Program Management



  • Implement and maintain the project Quality Management Plan (QMP).

  • Develop and manage Inspection & Test Plans (ITPs) for applicable construction activities.

  • Ensure quality activities comply with project specifications, engineering documents, customer requirements, manufacturer requirements, and applicable industry standards.

  • Maintain complete and accurate project quality documentation throughout construction.

  • Establish and reinforce quality expectations across field teams and subcontractors.




Field Quality Oversight


Provide quality oversight for major scopes of work associated with a large commercial BESS project, which may include:



  • Site development and civil construction

  • Grading, drainage, and underground utilities

  • Foundations and concrete work

  • Structural installation

  • Battery energy storage equipment installation

  • Electrical equipment installation

  • Underground conduit and duct bank installation

  • Cable pulling and termination

  • Grounding systems

  • Medium-voltage electrical systems

  • Transformers and associated electrical equipment

  • Controls, communications, and SCADA systems

  • Mechanical completion

  • Pre-commissioning and commissioning support




Inspections & Testing



  • Schedule and coordinate required inspections.

  • Perform field inspections to verify workmanship and specification compliance.

  • Ensure required hold points and witness points are properly executed.

  • Coordinate inspections with engineering, client representatives, subcontractors, and third-party inspectors.

  • Verify required testing and documentation are completed before work progresses.

  • Monitor installation activities for compliance with approved drawings, specifications, and manufacturer requirements.




Documentation Management


Maintain project quality records including:



  • Inspection reports

  • Material receiving inspections

  • NCR logs

  • Punch lists

  • Deficiency tracking

  • Corrective Action Reports (CARs)

  • Quality-related RFIs

  • Material certifications and test reports

  • Turnover packages

  • As-built documentation

  • Testing documentation

  • Daily and weekly quality reports


Ensure documentation is complete, organized, traceable, and prepared for final project turnover.




Non-Conformance Management



  • Identify and document quality deficiencies.

  • Issue and manage Non-Conformance Reports (NCRs).

  • Participate in root cause investigations.

  • Develop and track corrective and preventive actions.

  • Verify completion and effectiveness of corrective actions.

  • Monitor quality trends and recurring deficiencies.

  • Drive continuous improvement throughout the project lifecycle.


Subcontractor & Vendor Quality



  • Review subcontractor quality plans and procedures.

  • Verify subcontractor compliance with project quality requirements.

  • Conduct or participate in subcontractor quality meetings.

  • Monitor workmanship and installation practices.

  • Review material certifications, testing records, and manufacturer documentation.

  • Ensure materials and equipment incorporated into the project meet applicable requirements.

  • Coordinate with vendors and manufacturers when quality issues arise.




Client Interface


Serve as a primary site quality representative with the client and other project stakeholders.


Responsibilities may include:



  • Participate in client quality meetings.

  • Lead discussions regarding project quality performance.

  • Coordinate client and third-party inspections.

  • Support project and client audits.

  • Resolve quality-related concerns.

  • Prepare quality reports for project leadership and client representatives.




Turnover & Closeout



  • Lead completion of quality and mechanical completion documentation.

  • Coordinate final inspections.

  • Manage quality-related punch list completion.

  • Assemble and review turnover packages.

  • Ensure required quality documentation is complete and accepted.

  • Support commissioning, energization, and project closeout activities.




Minimum Qualifications



  • Minimum 5 years of construction quality management experience.

  • Experience serving in a lead quality role on large-scale commercial, industrial, energy, or infrastructure construction projects.

  • Strong working knowledge of civil, mechanical, and electrical construction.

  • Experience managing subcontractor quality performance.

  • Experience with project turnover documentation and commissioning support.

  • Ability to interpret engineering drawings, IFC packages, specifications, and technical documents.

  • Experience developing and managing Inspection & Test Plans.

  • Strong understanding of construction quality documentation and non-conformance processes.




Preferred Experience


Experience with one or more of the following is preferred:



  • Battery Energy Storage System (BESS) projects

  • Large-scale energy or power construction

  • EPC construction environments

  • Medium-voltage or high-voltage electrical systems

  • Underground electrical installation

  • Major electrical equipment installation

  • Commissioning and energization support

  • Mechanical completion

  • Client quality audits

  • Utility or power infrastructure projects.




Technical Knowledge


Candidates should possess working knowledge of:



  • Quality Management Systems (QMS)

The successful candidate will establish and maintain a strong culture of quality throughout construction and project turnover. This individual will help ensure work is completed the first time correctly, minimize rework, maintain accurate and complete quality documentation, effectively manage subcontractor quality performance, and develop productive relationships with project leadership and client representatives.




Success requires balancing strong field oversight with documentation, problem-solving, communication, and coordination to deliver a high-quality commercial BESS facility in accordance with contractual, engineering, manufacturer, and regulatory requirements.
